Though five mana to reanimate a creature is a rather steep cost, if you're able to fill your graveyard with mana-intensive Elementals, Horde Of Notions can allow you to flexibly cast splashy and game-winning cards when your opponents would least expect it.

To be fair, this was a rare, unlike the rest of the cycle of 1-mana boons, but I dont think Richard Garfield and the rest of the designers of the early set couldve realized how powerful drawing cards can be

The unfortunate problem, though, is that the Hammer has a far higher up-front cost, and when it comes to competitive Constructed formats, less is usually more - especially in a case like this
