The set designers wanted to give a whimsical, ephemeral identity to the planes elemental creatures, since they were going to receive typal support and needed something to tie their cards together across all five colors

And if it sticks around and you get several triggers, the card's overall weight is tremendous

It is great with Vedalken Shackles and Crused Scroll and basically any useful artifact that has a high ongoing mana consumption
