A three mana 2/2 flyer isnt too bad, and one that stuns something on ETB is probably a 3.0, its just a great tempo play to add to the board while getting a creature out of the way
To get around this restriction, its a good idea to play backup cards that are functionally similar to your win condition
As a player with a limited budget, you're almost certainly better of picking up something like a Commander 2020 deck for $40 than spending $40 on a handful of cards from a Secret Lair drop
Due to this, Bulk Up hasnt been a major metagame powerhouse, at least until Firebending Student came along
