The title is "Ishidai" (Rock Sea Bream) from Art Portfolio OF Familiar Fishes OF Nippon. VOL. 2, NO. 6. This print is from a series of 72 fish prints that were printed in six parts (12 pieces each time) from 1937 until 1944 by Nishinomiya Shoin. They were 500 limited editions and distributed only under the membership system. Beautifully embossed.
