I would generally value the bonus milling at zero or perhaps even a slight negative if it risks helping out my opponent, however, so the base effect must really be strong enough

Instant speed graveyard hate is reasonably brutal to this spell, so maybe Languish is safer for Commander

This is a reasonably successful strategy for many decks, giving the card another reprint in Commander Masters
