It's one of eight new cards with the rulebreaker mechanic, which technically existed on playtest cards prior to this release, and lets you mess with the typical deckbuilding restrictions for Commander
The deck starts by casting a number of efficiently-costed, aggressive creatures including Seasoned Hallowblade, Daybreak Charger, and Makeshift Battalion
That said, black does offer some good removal, some aspirational cards, and some modest card advantage, and its a lot better off than where it used to be
