Its clear this card got added for its desirability in constructed formats, more so than its use in 2X2 limited, much like the Thrumming Stone which hasnt been printed in a regular set since Coldsnap (2006)

Maybe Niv-Mizzet will find his spark and come to Zendikar, but that seems unlikely to me

Whenever a permanent an opponent controls is put into a graveyard, put that card onto the battlefield under your control unless that opponent pays 3 life. Suddenly every lost permanent is a potential ally for you, and if not, your opponents have to lose life just to stop you from stealing their stuff
