It reads: At the beginning of your end step, if one or more creatures died this turn, you gain that much life and distribute that many +1/+1 counters among creatures you control. Basically, if youre playing a deck that kills things or sacrifices your own creatures, especially in token decks, you get a lot of life and can make your creatures stronger
Locus of the Roil is probably the best for a typal Elemental deck, having an ETB and a Landfall trigger that relates to Elementals
It's handy for combo strategies, builds your Storm count, pumps Prowess creatures, puts an Instant into the graveyard to get you towards Delirium or enlarge a Tarmogoyf, and gets you closer to Threshold or pays for Delve costs And sometimes you would rather have cards on top of your deck than in your hand
Certainly a whole lot better than Skulltap which itself isn't totally unplayable
For the most part, Wizards have triggers that draw cards or annoy the opponent by bouncing things, but Anathemancer goes straight for the heart for a ton of damage
