In other words, Oko's commanders enjoy a sizable boost in reversibility once the walker resolves: they suddenly get to choose when to interact and when to proact, all while drawing enemy resources onto one card that may or may not distract from other plans
This card is utterly useless in 99% of Commander decks, but not this one
Goblin decks usually go wide enough to simply slam more creatures through than your opponents can block, but Goblin Commander decks almost always put Krenko, Mob Boss in charge
You can also do a lot of different, useful things with arguably the best charm for Commander, and it's a very flexible 3-mana counterspell
Usually, permanents on the battlefield and players are the main things that can be enchanted, so Spellweaver Volute earns its place here
