I think that the strength of that would be made fairer by reducing the ATK even to 2450, so the likes of Trapeze and DRXD (these aren't fantastic examples but you get the idea) and the majority can kill it, as 2500 is a kind of benchmark number, but it remains immune to 101 and Castel and backrow

Knowing that Pidgeot ex's Quick Search ability can only be used once each turn, even if you have multiple copies in play, will help you plan out your turns more efficiently so you're not accidentally breaking any rules or cutting yourself off from different lines of play
On top of making ridiculously large zombie tokens for just casting creature spells, undead Oketras also just a house on its own
While Ruby/Amethyst probably has the advantage realistically in that matchup, its not by a lot and a strong Sapphire/Steel player can certainly overcome Ruby/Amethysts tools either by gaining more cards in hand through superior draw support, or discarding that decks key cards via A Whole New World
