It's a +1/+1 win con, but it's red which is harder to add in the 99 since most +1/+1 counter caring leaders aren't that color, and then only shoots one dork not all of them, so it's a bit slower
Sure Revitalizing Repast doesn't offer hexproof like the premium versions, but that +1/+1 counter can mean a lot for many strategies like adapt, modified, and many outlast creatures (Abzan Battle Priest, Envoy of the Ancestors, and Mer-Ek Nightblade) #25
Getting Pokmon cards graded through PSA or Beckett is worth it for vintage holos, first-edition cards, and any card worth over $50 raw, since graded copies consistently sell for significantly more
