Combined with the fact that so many people have a soft spot for the starter Pokmon and their evolutions, it's understandable how this card is now valued at such an astounding price
I say it's a drawback because once you get into the mid and late-game you don't want to dilute your draws with a bunch of cheap Broom cards, you want to be drawing more impactful cards
The deck I played the Utah weekend ran this card: For six mana, I would get an un-counter-able card draw spell if and only if I had a Dragon in play or in hand

I have had situations where I knew the top card of my library but needed that card sufficiently badly to aim a blind Predict at my opponent to likely draw just that one card rather than mill that card and take two unknowns
