Most of the noncreature spells can draw cards, so you'll never run out of action in your hand with how many cards you can draw in a turn
Umbreon ex being the most desirable card in this set isn't very surprising, because Umbreon is almost as popular a chase card as Charizard
While I may like the Mew ex from Pokemon 151s Ultra Premium Collection just as much (despite its considerably cheaper price point), I cant deny that this card looks cool
(However, if it's still in the graveyard at that time, it will count itself, as it is very much a hot card.) If another effect modifies how much damage your hot source would deal, including preventing some of it, the player being dealt damage or the controller of the permanent being dealt damage chooses an order in which to apply those effects
